Inclined to say "Good." I'm sure there are responsible ebike riders but here, in SE London, they are so few and far between compared with ebikers of all demographics who ride recklessly, with no adherence to Highway Code. They are a serious danger to pedestrians and other cyclists, including diligent ebikers

There are special fireproof boxes for sale where batteries can be safer charged. A step in between could be a requirement to use such a box.

 The chargers are as much part of the problem, especially when they are not the original. It's difficult to steal both at the same time, so inevitably incompatible or just plain bad chargers get used.
