Why is a PSPO necessary, to deal with people engaging in activities already deemed illegal?

Will motorists 'infiltrating pedestrianised areas' also be dealt with? I'm writing about parking on pavements.

Can a PSPO be put in place? If not, why not?

Maybe the pay structure which incentivises this behaviour needs to be changed.

Food delivery riders do indeed have a large number of dick-heads amongst them, when it comes to their riding. And they pretty much universally are riding non-conforming mopeds - often cheap MTBs with hub motor conversion kits - with souped-up power and thumb throttles - no need to pedal.

The wheels often obviously have been badly build and incapable of taking the (souped up) power of the conversion kit. Wonky rims are common.
