Of course they know the sellers. So do the police.

As to battery/charger incompatibilities, unless all e-bikes are required by law to adhere to a uniform charger standard, and moreover the sale of any other charger is ruthlessly prohibited,  then theft of ebikes will always result in the "wrong" charger being used. It has to be easier just to crack down on the theft of ebikes, which brings its own benefits as well.
