You presume wrong - see comment by mattw

The manufacturer is trading on (and conspiring with) the expectation that customers will circumvent the law, as indeed they would need to on a contraption this massive.

The linked page on their website says that "after unlock" this can do 28mph in "full throttle" mode.

It is an e-Moped, and should not be reviewed here.

We've come to a point that bicycles - once the epitome of elegant, uncomplicated, environmentally friendly efficiency - are now advertised as SUV's - the epitome of overweight, bloated, expensive, space hogging, environmentally horrible transport.

And instead of disgust, people and websites like these are eagerly embracing it.
It's truly sad.
