Users would be required to hold a licence and insurance and undergo basic scooter training with mandatory use of a cycle helmet.

...which of course would seldom, if ever, happen, and be all but impossible to police.


Manufacturers will inevitably turn out the same machine in two guises, one electronically restricted so as to qualify as an EAPC, the other unfettered. Naturally the Internet will provide easy methods to de-restrict the former. Authorities will never be able to keep up with enforcement.

This has nothing to do with saving the planet and everything to do with increasing sales. It will hardly be taking any 14-year olds out from behind the wheel of a car! At best all it achieves is a bit more adolescent obesity.
