So rental scooters are OK but private ones are still not-OK?  How will the police be able to tell, and will they really bother anyway?

The worry is scooters are far more likely to be used on pavements. Weighing up to 55kg at 15.5mph and with surlrising acceleration from their 500W motors, what could possibly go wrong? I foresee lots of peds with broken ankles in A&E.

No problem sharing space with an e-scooter. They travel at similar speeds and have similar riding characteristics to a bicycle. They are not going to be different to having anothe bike on the path. In fact easier to deal with than a pedestrian. 
ive actually got an e-scooter in my office in China and have been using it as my main transport when I'm there.  They are fun and efficient.

I'd rather go to a my little pony convention than be seen on a scooter.
