Do people need to take rental escooters on a train? Surely you'd drop one off at the departure station and pick one up on arrival. If there is no scheme at the arrival station then the one you just stole wouldn't work either. As for carrying illegal-to-use privately owned escooters on public transport, they should be confiscating the goods and locking up the owners already - why are people expecting public transport to aid and abet their illegal activities?

The shame is that all this malarkey casts a shadow over legal e-cycling.

Introducing a ban and enforcing a ban are very seperate things.
